Hanoi: Introducing public bicycle rental from January 20

The project "Urban bicycles" has been put into testing since 20th January 2023. Each location will be arranged with about 10 vehicles for customers to experience. Six central districts have been selected to deploy public bicycles in phase 1, including: Ba Dinh, Tay Ho, Hoan Kiem, Dong Da, Hai Ba Trung, and Thanh Xuan.

Currently, there are two districts handing over the ground to install the station, of which Ba Dinh district has 23 locations and Hoan Kiem district has 11 locations. After installation, on 12th January 2023, bicycles serving the project with smart locks will be delivered to the locations. By 20th January 2023, each point will be arranged with about 10 bikes for customers to experience. The trial is expected to last two weeks.


The project "Urban bicycles" was built by the investor Tri Nam Group and the Department of Transport submitted the project to the Hanoi People's Committee at the beginning of 2021. After revisions and supplements, the plan to deploy urban bicycles in Hanoi is now divided into 2 phases. The total investment for both phases is more than 130 billion VND. The project is invested in the form of socialisation, so the entire amount of this investment will be spent by the investor. After implementing the investment stages, the project's capital will be paid back through the collection of bicycle rental fees. Hanoi city only arranges parking spots and spaces for electric bicycles to operate, without having to spend the budget.


In phase 1 (implemented in 1 year), the project implementing unit will invest 1,000 bicycles, including 500 mechanical bicycles and 500 electric bicycles. The total investment for this phase is about 30 billion VND. To implement the project, the Department of Transport and the implementing agency have surveyed 85 locations to arrange public bicycles to serve people. These locations are located in 6 central districts, including: Ba Dinh, Tay Ho, Hoan Kiem, Dong Da, Hai Ba Trung, and Thanh Xuan. In addition, the unit is also surveying and arranging more public bicycle service points along the Cat Linh - Ha Dong urban railway line.

The ticket price after the trial period offered by the investor for each 30-minute turn is 5,000 VND (about $0.21) for mechanical bicycles (self-cycling) and 10,000 VND (about $0.42) for electric bicycles. People who rent a car for the whole day will pay the price of 60,000 VND (about $2.56) for bicycles and 120,000 VND (about $5.12) for electric bicycles. The operator also sells tickets by month, quarter and year, with priority payment system through banking applications and e-wallets.


In Phase 2, the project expands the service area, and focuses on developing and expanding the service area to the central districts and surrounding areas. At this stage, the implementing unit continues to coordinate with the Department of Transport and relevant districts to survey and arrange 350 new public bicycle service locations. The total number of public bicycles that need to be purchased at this stage is about 3,000.
