A surge in solar power plants

After having policies and guidelines for investors, organisations and individuals have participated in investing and developing many solar power projects. By the end of 2020, the number of solar power projects put into operation has reached about 17,000 MW (of which the grid-connected Solar Farm project is about 9,000 MW and the rooftop solar power project is about 8,000 MW).

The Ministry of Industry and Trade recently issued a conclusion on the inspection and review of issues related to the development of rooftop solar power. In particular, a series of power companies have committed violations such as: Signing power purchase and sale contracts with capacity exceeding the capacity in the connection agreement, contrary to the regulations of the Ministry of Industry and Trade; agreement, approval to connect the rooftop solar power system causing overload of the power system is against the Prime Minister's regulations.


“According to Decision 13, the Ministry of Industry and Trade is responsible for propagating, disseminating and guiding the implementation and implementation of projects as well as inspecting, monitoring and correcting violations,” said Mr. Hung.


However, Mr. Hung, Deputy Director of Electricity and Renewable Energy Department (Ministry of Industry and Trade), affirmed that due to the very short implementation time, from July 17 to December 31, 2020, the Ministry of Industry and Trade did not have the conditions to synchronously check and correct it in time, as well as not making a preliminary review, summarise the assessment, draw experience for policy development, to ensure the correct planning to be able to manage and control the projects.


Therefore, in order to speed up the meeting of electricity supply for production and daily life, ensure national security and defense, the Ministry of Industry and Trade has advised and submitted to the Prime Minister to supplement a number of solar power development plannings. As well as approved, added to the provincial electricity planning and supplemented the national electricity development planning a number of renewable energy projects in order to quickly ensure the electricity supply when some sources is behind schedule.
