A new life for To Lich river? 3D images of anti-flood tunnel combined with underground highway

In July 2022, Nhat Viet Environment Group Joint Stock Company (JVE Group) has just announced the latest 3D perspective of the proposal to build a "flood-proof underground tunnel combining underground highway and renovating To Lich river into a park of History - Culture - Spirituality".

With the desire to solve the major 3 problems of Hanoi Capital's people, including water pollution, daily inner-city traffic jams and flooding during storms, JVE Group has proposed to renovate To Lich River. The project, if approved, is expected to be completed by 2030.




The model of renovating To Lich river into a huge project of an anti-flood tunnel, a spiritual and cultural historical park and cultural institutions, a system of anti-flood underground tunnels combined with underground highways along the river. According to the proposal, when there is a system of anti-flood tunnels combined with highways, when it rains heavily, water will flow into this system and quickly drain down. In particular, the amount of rainwater entering the system is not related to the water level of the river.



Mr. Nguyen Tuan Anh, Chairman of the Board of Directors of Nhat Viet Environment Group Joint Stock Company (JVE) - the project proponent, said: "The underground expressway system operates in two separate ways connecting in and out at the capital's key traffic intersections. The huge anti-flood system includes water collection wells, underground drainage tunnels (located below underground highways) and huge pressurised tanks". Therefore, the underground tunnel system works like an underground river under the To Lich River, which has the effect of storing water, pumping water out when the storm passes.



Regarding the proposal to build a drainage tunnel combined with an 11-kilometer highway along the To Lich river, Mr. Tuan, Vice Chairman of Hanoi People's Committee, said that these are relatively new solutions in terms of engineering and technology, which should be considered. In addition, the resources to implement the proposal are significant, it is necessary to have a plan to calculate the construction cost and form of investment to consider and prove the feasibility of the proposal. Vice Chairman of Hanoi People's Committee suggested the JVE side continue to study and complete the proposal to renovate the To Lich River as a basis for consulting experts, state management agencies, and other agencies.
